National Consultant – Public Financial Management Reform Coordination (Botswana)

About the role

The Economic Commission for Africa is seeking a National Consultant to lead the coordination of public financial management (PFM) reform and institutional engagement in Botswana. The consultant will provide technical assistance to design, sequence and validate early‑stage PFM reforms aligned with the country’s development plans.

Key responsibilities

• Prepare an inception report outlining the conceptual framework and methodology for the assignment.
• Organise and report on a national kick‑off workshop to align stakeholders on objectives, scope and implementation arrangements.
• Produce a draft PFM Reform Prioritisation & Sequencing Plan to guide early reform actions.
• Compile consultation summaries capturing stakeholder perspectives, institutional challenges, reform priorities, implementation risks and coordination issues.
• Support the validation process, including the organisation of a national validation workshop and incorporation of stakeholder feedback.
• Deliver a final, government‑endorsed report on PFM reform prioritisation and sequencing, providing contextual inputs for practical implementation.

Required profile

• Advanced degree in economics, public finance, public administration or a related field.
• Proven experience in public financial management reforms, preferably in an African context.
• Demonstrated ability to work with government ministries, donors and other stakeholders to coordinate reform initiatives.
• Strong analytical and report‑writing skills, with experience delivering consultancy outputs such as inception reports, workshop reports and policy briefs.
