Network Operations Center (NOC) Manager

About the role

The Network Operations Center (NOC) Manager leads the NOC team to ensure continuous, 24/7/365 operation of the operator’s network. This role is responsible for meeting service commitments, maintaining network quality, and safeguarding network security and stability.

Key responsibilities

• Lead, motivate and manage the NOC team, set objectives, monitor progress and conduct performance reviews.
• Identify training needs, implement development plans and recruit staff as required.
• Oversee technical management of the network, including front‑office and back‑office operations, ensuring availability and security.
• Manage technical and operational changes, liaise with third‑party vendors and providers to maintain stability.
• Control OPEX and CAPEX spending, conduct financial planning, budgeting and expenditure control.
• Ensure performance and quality standards, capacity planning and SLA compliance.
• Negotiate and manage contracts with vendors and contractors.
• Provide mentorship, coaching and continuous development for NOC team members.

Required profile

• Deep understanding of GSM/WCDMA telecommunications, including switching, transmission and radio.
• Experience in project, operations and maintenance management within a GSM environment.
• Strong knowledge of financial planning, budgeting and expenditure control.
• Proven experience in vendor and contractor management.
• Excellent leadership, decision‑making and communication skills.
• Knowledge of risk management and occupational health & safety.
