About the role
NTU International is preparing a proposal for an EU‑funded Technical Assistance to ECOWAS in Transport Governance. The assignment will support ECOWAS institutions and national stakeholders in developing bankable transport infrastructure projects and mobilising public and private investment across the West African region.
Key responsibilities
- Support the structuring and financing of regional transport infrastructure and corridor investment projects.
- Provide technical advice on Public‑Private Partnerships (PPPs), blended‑finance mechanisms and infrastructure investment models.
- Conduct financial, economic and commercial analyses for transport infrastructure projects.
- Prepare bankable investment proposals and financing strategies for IFIs, development partners and private investors.
- Advise ECOWAS institutions and national stakeholders on infrastructure finance, risk allocation and private‑sector participation.
- Identify and mobilise climate‑finance and sustainable‑infrastructure funding opportunities.
- Contribute to the preparation and review of financial models, PPP structures and investment frameworks.
- Facilitate dialogue with development finance institutions, donors, investors and private‑sector stakeholders.
- Deliver technical assistance, workshops and capacity‑building activities on PPPs, blended finance and project finance.
- Support monitoring, reporting and analytical outputs related to infrastructure financing and investment mobilisation.
Required profile
- Master’s degree in economics, finance, business administration, infrastructure finance, public policy or a related field.
- Minimum 10 years of professional experience in infrastructure finance, PPP advisory, investment structuring or blended finance.
- At least 7 years of experience specifically in PPPs, project finance, blended finance or infrastructure investment advisory.
- Proven experience on infrastructure or transport projects in developing countries, preferably in Sub‑Saharan Africa.
- Experience in international development cooperation and donor‑funded programmes.
