About the role
NTU International is preparing a proposal for an EU‑funded technical assistance project aimed at strengthening sustainable and resilient mobility systems across the ECOWAS region. The Senior Transport Legal Reform Expert will lead the design and harmonisation of transport‑related legal and regulatory frameworks to support ECOWAS institutions, Member States and regional stakeholders.
Key responsibilities
- Review, draft and harmonise transport laws, regulations and institutional frameworks.
- Provide legal assistance on road transport governance, axle‑load control, road‑maintenance financing and corridor management.
- Develop and implement ECOWAS transport legal instruments, supplementary acts and regional agreements.
- Advise on regulatory alignment and legal harmonisation initiatives for Member States.
- Support reforms related to Road Maintenance Funds, Corridor Management Authorities and border‑management systems.
- Prepare legal analyses, regulatory assessments, policy papers and technical reports.
- Coordinate with ECOWAS bodies, national authorities, legal experts and development partners.
- Deliver workshops, consultations and capacity‑building activities on transport legal frameworks.
Required profile
- Master’s degree in law, transport law, public policy, international law or a related field.
- Minimum 10 years of professional experience in legal and regulatory reform, public‑sector governance or transport legislation.
- At least 7 years of experience drafting, reviewing or implementing transport‑related legislation and regional legal harmonisation.
- Proven experience on infrastructure, transport or regional integration projects in developing countries, preferably Sub‑Saharan Africa.
- Experience with international development cooperation and donor‑funded programmes.
