About the role
This consultancy supports the coordination and institutional engagement of public financial management (PFM) reform in Botswana. The consultant will work closely with national stakeholders to design, prioritize, and sequence early reform actions, ensuring alignment with government objectives.
Key responsibilities
- Prepare an Inception Report outlining the conceptual framework and methodology for the assignment.
- Organise and lead a national kick‑off workshop, produce a detailed workshop report and ensure timely dissemination of materials.
- Develop a draft PFM Reform Prioritization & Sequencing Plan to guide early reform actions.
- Capture stakeholder perspectives, institutional challenges, and implementation risks in consultation summaries.
- Compile stakeholder comments and recommendations emerging from the validation process.
- Facilitate a national validation workshop, produce a workshop report, and incorporate agreed revisions.
- Deliver a final, government‑endorsed report on PFM reform prioritization and sequencing.
Required profile
- Proven experience in public financial management reform, preferably in a national or multi‑stakeholder context.
- Strong background in coordinating workshops, stakeholder consultations, and producing analytical reports.
- Excellent written and verbal communication skills in English.
