Monitoring, Evaluation and Learning (MEL) Expert

About the role

We are looking for a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, institutional partnerships and innovation across the African space ecosystem.

Key responsibilities

• Develop and refine the programme’s monitoring, evaluation and learning framework, including indicators, baselines and data‑collection protocols.
• Lead evidence consolidation, impact assessment and reporting for donor‑funded, multi‑partner initiatives.
• Provide technical guidance on results‑based management and applied data analysis.
• Support the integration of MEL processes into project design and implementation.
• Collaborate with EU‑funded programme teams and African partners to ensure data quality and learning uptake.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or programme evaluation.
• At least 4 years designing and operating MEL frameworks for complex, donor‑funded programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
• Experience with EU‑funded programmes and African contexts is a plus.
