Senior Road Maintenance Fund Expert

About the role

NTU International is seeking a Senior Road Maintenance Fund Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role focuses on strengthening sustainable road maintenance financing systems across ECOWAS member states.

Key responsibilities

• Support the establishment, reform, and operationalisation of Road Maintenance Funds (RMFs) in ECOWAS countries.
• Provide technical assistance on sustainable financing mechanisms, including fuel levies, toll systems and performance‑based funding.
• Prepare and review legal, institutional and regulatory frameworks related to RMFs.
• Develop transparent, decentralised, and performance‑based financing systems and associated guidelines.
• Coordinate with ECOWAS institutions, national authorities, development partners and road agencies.
• Deliver capacity‑building workshops, technical training and produce monitoring and analytical reports.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
• Minimum 10 years of professional experience in road maintenance financing, infrastructure management or transport sector reforms.
• At least 7 years of experience specifically with Road Maintenance Funds or similar financing mechanisms.
• Proven experience in developing countries, preferably in Sub‑Saharan Africa, and familiarity with donor‑funded programmes.
